You don't use inetd.conf. First RH 7 uses xinetd instead. But
squid is started by the rc5.d system. You start it in level 5 by
typing:
chkconfig --level 5 squid on
or use 3 instead of 5 if you wnat to start at that level.
or there is a gui in the control-panel that allows you to do
this.
