ntp.conf

I have moved all services on a particular box from RH6.x to RH7, and after
tons of weird problems I've sorted everything out except for one small
thing: ntp.
The old server used to provide timesync for our entire LAN, the new one uses
the exact same ntp.conf but refuses connections. It's been quite a while
since I set this up originally, so I can't remember how to enable the ntp
TCP/UDP services. I have enabled all time* and daytime* stuff in xinetd.d in
a desperate attempt but so far nothing has helped.
I think I've stared at this problem for so many days I wouldn't see the
solution even if it punched my nose... Hints anyone?
