That sounds like a "barrier" exists to the ntp requests. Turn off ntp on
one of the client machines and probe around with ntpdate. You also want
to play with the ntp monitoring tools to figure out just what ntp is
doing. It MIGHT have been improved to need a sane clock reference before
it will reply? Manual tools that give error reports might help,
