PC99 is a requirement for a system to be marketed as "Designed for
Windows xx".  While I'm sure there are still motherboards being
marketed with ISA support, surf a few of the major companies which
sell complete PCs, and count how many models have any ISA slots at
all.

<http://www.microsoft.com/hwdev/pc99.htm>.  Section 3.28 prohibits ISA
expansion devices or slots, though it allows ISA devices attached to
the motherboard.
