just arbitraily automatically have the first space filled with any old
number. then use the student ID number.

interestingly the Veterans Administration uses the first letter of the
individuals last name and the last 4 digits of their serial number to id
individuals, I don't think it has ever come up with a duplicate...which
seems surprising to me
