Are the servers configured with static IP addresses? Correct mask? Is
there one machine added recently that might have an incorrect subnet mask?
Continuing with Eric's suggestion - if you capture a packet trace and
don't see unusual activity, try following broadcasts and packets to/from
one of your servers that are down while you try to boot it. That may
point you to the problem machine.
