Is there an input utility in K12 that would allow admins to take a csv
file and import and create a bunch of users at the same time (hoping),
if not could that be something included in a near term distro?

If there's not, there's certainly batch import from a CSV file in Webmin
(http://www.webmin.com). I wrote a short Perl script that can create a CSV
file in the correct format from OASIS (NSW, Australia, schools
administration system) and which could easily be massaged to accept other
input files. You'll find it on my site under
http://www.lesbell.com.au/Home.nsf/Linux?OpenView (I hope that URL's
correct - I'm offline in a hotel room atm), titled "Batch Creation of Users
with Webmin and OASIS".
