As someone mentioned, swat operates on port 901, so point your browser to that, e.g., 192.168.0.254:901, where 192.168.0.254 is the address of your server. Also, check the swat file in /etc/xinetd.d to make sure its 'disable' field is set to 'no'. Most of the apps that are launched via xinetd are installed with 'disable = yes' such that you have to actively go in and change the setting, for security reasons.
