I have k12ltsp 3.1.2 and all ws with estonian layout. I installed server
with Estonian locale an keyb and all works fine. I have NOT any
additional layout definitions in lts.conf.

Only difference with standard install was in /etc/sysconfig/i18n

this works better :)
