[K12OSN] Creating accounts without being root

Hi David....
Sent this to you yesterday but I'm not sure it went so here it is again....

John Leonard at Penquis Valley....I need to pick your brain again....I
have 10
thin clients running off one of the servers and the instructor of the
class that
is using them wants the account password for 'root'....I'm very much
against
that but have made his primary group 'adm'.....unfortunately this doesn't
allow
him to add student users as he would like to do...Is there any way to
allow this
aside from letting him log as root or su root???? John
