[K12OSN] K12LTSP Red Hat Network Entitlement Policy?

What is the entitlement policy for K12LTSP systems? Do we need to purchase a Red Hat entitlement per installation, is there a period in which a free entitlement is offered, or some other situation?
I have installed the latest up2date and rh_register software due to the recent Red Hat SSL changes. When I run up2date, I eventually get to the following message:
"Error Message:
Service Not Enabled For System Profile: "CLE-K12LTSP"
Error Class Code: 31
Error Class Info:
This system does not have a valid entitlement for Red Hat Network. Please visit https://rhn.redhat.com/networks/systems/entitlements.pxt or login at https://rhs.redhat.com, and from the "Systems" tab, select "System Entitlements" to enable RHN service for this system.
Explanation:
An error has occurred while processing your request. If his problem persists please enter a bug report at bugzilla.redhat.com.
If you choose to submit the bug report, please be sure to include details of what you were trying to do when this error occurred and details on how to reporduce the problem."
When I attempted to visit the https://rhn.redhat.com/networks/systems/entitlements.pxt web page, I received the message: "404 Error - File Not Found The requested page cannot be found." When I login at https://rhs.redhat.com and follow the selections described above, I get to a page in which my system is registered, but with the message: You do not have enough entitlements to entitle all selected systems. Need more entitlements? Buy them now."
