It could also be a cable that is out-of-spec for the drive, e.g.: UDMA
66/100 drives and a cable that will only handle UDMA 33 at best.
Without knowing more about the drives (manufacturer, model, age, etc.)
it's difficult to say exactly what could be causing the problem though.
