I would just take a word list and write a small C, Java, PhP, or Perl
program to do pick the words.
I had a problem with students remembering the passwords also. The school
already had smartcards that they were using for student IDs so added a
cardreader PAM to the system so they could either login by hand or just
insert their ID and get logged onto the system.
