Just curious, an uninstall/reinstall of the webmin rpm didn't help? I didn't see this exact problem, but I had trouble with 2 out of 4 servers when I updated to webmin 1.130 using the internal webmin updating, recently. I dinked with it for a few minutes, then, and this depends on how complex you have your webmin setup, I just stopped webmin, rpm -e webmin, rm -rf the /etc/webmin directory. Then I just downloaded the webmin-1.130.tar.gz, and did a fresh install from that directory. Webmin doesn't end up in the rpm database this way, but it's worked for me everytime when I've had trouble with webmin. And this way, webmin just has files at /etc/webmin and /usr/local/webmin-1.1xx.
