[K12OSN] K12LTSP 4.0 "EL" packages ready for testing

I'm ready for broader testing of the K12LTSP 4.0 EL packages. All of my
tests are looking good.

After a bit more testing, I will submit these packages to Todd Warner
at the Red Hat Network.
