It's the last x that would let all users enter /home folders. To change
that do a chmod o-x /home/*

drwx-----x   20 test     test         4096 Dec 19 19:11 test

Note that just going into the home folder is not a bad thing. You may be
able to enter the directory but still not read files. You'll need to
have o+x set on an folders you're allowing users to serve web pages from
public_html directories.
