I would be inclined towards (b) myself in this situation. Another
possibility would be a sort of hybrid solution, using a central server
to store home directories and do authentication, and have the apps
served by servers in each room. This would make everything *seem* like
it was coming from one server, simplify backup, and simplify user
management. However, I don't think it would buy you much if anything in
terms performance or expense.

There's no reason that I know of to avoid having the server used as a
workstation also.
