[K12OSN] Info about educational content CD for K-8

I am using K12LTSP in a K-8 environment.  What I need is some information
about legally downloading course content that is in the form of "internet
education material on a CD". This material can be is written in any format
(HTML??) and be browsable sp?. The school I volunteer at does not (by
choice) have access to the internet. I plan to have the clients use the
servers CD to gain access to the material as if they were on the "web".

Information about any educational web site that allows download of content
to create a CD would also be welcomed.
