Never mind; pkgorder in 7.2 works fine.  It doesn't do much of
anything in 7.1.

To recap:

PYTHONPATH=/usr/lib/anaconda /usr/lib/anaconda-runtime/pkgorder /usr/local/redhat-7.2 i386

spits out an ordered list of packages.
