Yes.  You should be able to use the static network configuration in the kickstart.cfg file like:

network --bootproto static  --ip 10.1x.x.xx  --netmask 255.255.254.0  --gateway 10.xx.x.1  --nameserver 10.xx.x.xxx  --hostname hostname.dom.com

I think that would do it.
