FC3 KS serial redir issue

If I KS install FC3 and redirect out the serial port KS pauses and prompts
for "Keyboard Type", after I select "us" the install continues without
issue.

If I do not pass console=ttyS1,9600 to the kernel then I do not have this
problem.

I think I have seen this before, but I cannot recall what the problem or
solution was.

Looking for ideas.  It's kinda hard to build a cluster with FC3 with this
pause.

BTW, I tested both x86_64 and x86 versions and I do have "keyboard us" in my
.ks file.
