[Libvir] [patch] virsh setvcpus range check for negative value case

Hi,

This patch adds virsh setvcpus range check for negative value case.

for example 
to the inactive domain 
virsh setvcpus -1
sets vcpus=4294967295
And cannot boot the inactive domain.
