Because it doesn't work. QEMU will crash & burn due to multiple bugs in
several components, or best case the first QEMU will take an exclusive
lock, and subsquent QEMUs will crash & burn, or hang. 

We will re-enable it once we have a reliable fix, but its unusable in
current form so we disabled it.
