[libvirt] [PATCH 2/2] docs: fix 'omitted' typo in <cputune> doc

'omitted' was mispelt 'commited' twice. One of the sentences with
the typo was also missing an 'is' ('each VCPU *is* pinned to all...')
which I added in this commit while I was at it.
