Error -13 is EACCES.
Are you building a Linus kernel and patching it? If so you might want to try:
http://people.redhat.com/~dhowells/fscache/patches/nfs+fscache-26.tar.bz2
That's the latest and I've been using it with 2.6.24-rc7. The stuff in
fscache-2.6.git is out of date.
