Not all "kernel errors" are kernel errors; logwatch on my system reports all kernel msgs as errrors. Howev er, it's good to be aware of them because some of them (as here) reflect a problem.

Is this a permissions issue? If so, what should the permissions be for
these log files?

You need to read up on selinux.
