I booted to RHELv4 with the mouse connected to the KVM.
Logged in No scrolling.
Logged out, moved keyboard and mouse to the PS2 connectors on the
system.  Restarted X with Ctrl+Alt+Bksp
Logged in Scrolling.  :-)

To recap, when connected to KVM devices shows:
I: Bus=0011 Vendor=0002 Product=0001 Version=003e
N: Name="PS/2 Logitech Mouse"
