It wasn't that way for RHEL 3 because of the cutover from RHL 9 but it
appears to be that way now.  The training page says it's been updated:

https://www.redhat.com/training/rhce/courses/

The exam page (https://www.redhat.com/training/rhce/courses/rhexam.html)
doesn't mention RHEL 4 yet but it could be simply because the web site
hasn't been updated yet.
