As others have said, RHEL4 doesn't come with a DVD player, not so much 
because of the dvdcss stuff as because of the mp3 decoding and the legal 
problems surrounding that.   (You can have a DVD player that doesn't do 
dvdcss).

Having said that, I installed yum from FC3 and the file in yum.repos.d 
file for freshrpms (which you can get from freshrpms.net) and then 
getting a DVD player was as easy as "yum install xine".

It depends what you installed with RHEL4, but you might want to add some 
exclusions to the yum.repos.d file so that you don't replace RHEL4 
standard packages with ones from freshrpms.net.
