Spot on!  

Even with a satellite server here, it is necessary for me to mirror and
distribute updates.  While the extra features of highly engineered
products like RHN and satellite server might be useful to many people,
these features and products don't meet everyone's needs.  Many would be
better served by being able to simply do a wget or rsync directly into
the updates directory[ies] of their local master repository.  (This
shouldn't be conceptually or technically difficult, look at Fedora.) 

Make it a 'product', give it a name, but please RedHat, make it
available!
