Not "based on." Instead, it might be better to say that FC 5 will
contain technologies which may turn up in RHEL 5. But then, FC 6 will
possibly be out before RHEL 5, so FC 6 might also contain technology
which might make it into RHEL 5.

gcc 4 will be supported in RHEL 4 as of U2.
