I've just had a quick look at /etc/init.d/cpuspeed script. It should
print a message during boot, like with any other services ("Starting
cpuspeed: [OK]"). In addition to that, you should see it logged in
/var/log/boot.log, and probably in /var/log/messages too. So there is a
bootup message.
