A shared file system depends on your requirements and the software
used, most cluster software (as far as I know) requires a shared
"quorum"
disk at least.

The cluster suite cost extra money.

Lvsadmin seems to be part of the Linux Virtual Server project. You
should
go to www.linuxvirtualserver.org and look around to downloads or the
mailing
lists and ask if anyone has a package for RH4. Seems only the source
code/source RPMs are available on their site.
