I would recommend you read this:

In particular, you might find this document answers your questions:

This lists each driver and what portions of SATA (and SATA-II) are
supported. As you can see, most of the drivers do not yet support the
SATA-II functionality like NCQ and TCQ :(
The Si3124 seems to be an interesting choice:

I just bought an Nforce 4 Ultra-based m/b for home. Works well with FC4
and my Samsung Spinpoint SATA-II drives, but I don't believe it's using
NCQ or TCQ.
