The quagga packages included in RHEL4 appear to be horribly broken.
They don't work at all on my simple setup either. I'm suspicious you
might be seeing bugzilla 154400 (the bug mentions ospfd but I think it
affects other protocols as well).
I used the packages from FC3, just like most of the people on the bug,
and everything worked like a charm.
