How to use /usr/sbin/hardlink?

Hello,

It appears kernel-utils in RHEL 4 includes a hardlink utility with zero
documentation (BZ https://bugzilla.redhat.com/bugzilla/show_bug.cgi?
id=170009).  Does anyone know the proper way to use this utility to
consolidate and hardlink duplicate files?  It only offers a simple usage
statement:

Usage: hardlink [-cnv] directories...
