Processor not responding at boot

I'm having a problem with one processor not working on a RHEL 4 server. The machine is a dual Xeon (IA32) server with hyperthreading enabled. I'm not a hardware expert but it feels a bit weird that 3 processors get initialized instead of 4. I've been having this problem on and off for a while now. Sometimes the system boots with all 4 processors but sometimes the OS only sees 3. Could this be caused by an actual hardware fault or a kernel bug?

Here's my setup:
- RHEL 4 WS (Update 1)
- kernel 2.6.9-11.ELsmp (acpi=off)
- Supermicro SuperServer 6022P-6 (http://www.supermicro.com/products/ system/2U/6022/SYS-6022P-6.cfm)
- 2*Intel Xeon 2.4GHz
