_I_ find sshd an essential part of any install, but you might not. For a generic minimal install, one must have a variety of backup tools and text editors because, in compiling the basic set, one does not know the skills and preferences of the persons who will maintain the installed system.
A competent user, designing a minimal install, has the knowledge to choose the right tools (and a less competent one will, given the chance, omit something vital!).
