worth asking.

From your description, you just have too much stuff running for your
available memory. Swapping is a problem because you have too much loading in too little real memory. No kernel upgrade will fix that.

If you are otherwise happy with RHEL3, just upgrade your RAM. You can get a gigabyte for under $100 US (check pricewatch.com to locate good deals).
