Bind: 2 - 4 second delay

Hi,

I updated our primary dns server from rhes3 to rhes4, now bind 9.2.4-2.
Last week I noticed that bind is waiting exactly 2 or 4 seconds before 
the query is being forwarded to a root server.
I found tips to disable ipv6, but with this version it's not possible.

This is exactly the same behaviour as described here:

If this is the case, how can I work around here?
