No.  Communism is an *economic* system in which all property and
enterprise is collectively owned.

There is nothing in it that precludes the rule of the masses.  Indeed, it
was the intention to attain the rule of the masses that prompted Karl
Marx to issue the Communist Manifesto.  He predicted that the proletariat
would rebel against the bourgeoisie.  That the proletariat would then
rule.  And finally, you'd end up with a class-less society, where all
property and enterprised is equally owned by all.

Communism deals with who owns property.  It is an economic system.  The
inspiration for communism is quite compatible with the basic tennant of
democracy: "rule of the masses".

There is nothing about mutual ownership of property that encumbers the
castion of an ellection.  There's nothing to say that people cannot choose
their rulers, or alter laws.

The ditatorship-style communism that we saw in the USSR was not a
necessity.  Nor was it Karl Marx's vision of communism.
