There is an open-source re-partitioning system called GNU Parted.

It runs off a Linux system but you can also download two floppy images
that will allow you to boot and run Parted without installing Linux.

Unfortunately, Parted recognizes NTFS but can't resize it. On the good
side, it can work with FAT32. And MS provides tools to go from FAT32 to
NTFS but not the other way around.

The Linux-NTFS project says the NTFS resize function is still in Alpha
phase.
