Probably. I posted the original article as a "technology and Education
FYI". Anytime the gov't demands/enforces a specific class or brand of
technology and ties it to public funding, it's worth knowing about, IMO.

This one is about something not exclusive to OSS, but very important
regarding freedom of speech. (ie Education AND legislative issues).
