IANAL, so don't take this as legal advice.
My understanding is that the author is entitled to license his work
using whatever licenses he sees fit. So, you can choose to re-release
a package under a different license. However, this won't affect the
copies you've already licensed before. If you released them under the
GNU GPL, they are GNU GPL forever.
