Not having hundreds of dollars to spend on Photoshop, I can't compare
the two directly.  However, Gimp is extremely powerful and flexible.
I would HIGHLY recommend it, especially for the budget-conscious!!!

I just recently upgraded from Gimp 1.2.5 to Gimp 2.0.x on my Linux box at
home, and so far I've been quite impressed with the UI changes.
(The ability to group, reorganize, attach and detach various dialogs.
It looks like you can load and save your configuration, as well, which
means if you have one preference for doing photo editing, and another for
creating logos, you can easily switch between interface layouts! Tres cool!)
