telnet vs. sshd pam.d files

What /etc/pam.d/* files does telnet use ?
Telnet properly checks for expired passwords, but sshd does not.
Both /etc/pam.d/login and /etc/pam.d/sshd are the same.
So what other files does telnet and sshd use for authentication ?
