Uppercase username and pam_limits

We use the following scheme to limit access to nodes of
a cluster:
limit.conf containsa line:
* hard maxlogins 0
and add as the last line:
username hard maxlogins 18
where username identifies the user to whom the node was
assigned (by PBS). And delete the last line when the user job
is finished.
This works fine as long as the username is lowercase, but doesn't
work when it is uppercase - the user is not allowed to
make a remote login.
Is this a feature or a bug?
We have pam 0.74 installed (the version that SuSE distributes for
7.3)
