add user for pam module of authentication

Hi all,

Recently, I have tested my pam module for
authentication with GDM.
I am puzzled about how to add a new user with password
and the UID,GID property(Like the "useradd" program
does).Shall I write an additional program to do so?

Any help will be welcome!
