pam_acct_mgmt never returns success

I can't for the life of me get pam_acct_mgmt() to return PAM_SUCCESS.

I always get this:
Authentication service cannot retrieve authentication info

On all stations I tried so far.

Does this just mean that the service I specified can't handle account
management? Because I'm pretty sure /etc/passwd has some sort of a
expiration mechanism.
