Session time limits

I'm in the early stages of setting of a small network of internet
kiosks in a public library and am interested in possibly using PAM to
limit the session time of users.  Specifically I need to limit the
maximum length of the current session as well as the maximum total
session time per day.  Is PAM suited to these tasks?  Is there an
existing module that I have missed that provides such capabilities?
